ORC Awarded VDOT Virginia Beach Projects

In August 2015, O. R. Colan Associates (ORC) was awarded a task order contract by the Virginia Department of Transportation for roadway improvements associated with the I-64/I-264 and the I-264/Route 190 (Witchduck Road) interchanges in Virginia Beach.

ORC will provide project management, appraisals, negotiations, and relocation assistance for 59 parcels, with a scheduled completion date of April 1, 2017. Property uses within the combined 3.8 miles of the commercial interchanges range from medical and office facilities to mixed retail uses. The project is designed to relieve heavy congestion and improve traffic operation from westbound I-64 to eastbound I-264 with the construction of new ramps, overall widening, and new system of collector-distributor roads.

ORC Awarded Appraisal Contract with Central Ohio Transportation Authority; begins new partnership with City of Columbus

In June 2015, O. R. Colan Associates (ORC) was awarded a contract by the City of Columbus to provide appraisal services for a Central Ohio Transportation Authority (COTA) sidewalk improvement initiative. The award also represents the culmination of months of relationship building and the beginning of an exciting partnership with a new client for ORC.

The overall COTA initiative includes three separate components: Dierker Road, Kenny Road, and East Campus View Boulevard. ORC will provide appraisals for the sidewalk improvement component along East Campus View Boulevard. This 0.59 mile long component is located north of the I-270 Outer Belt and east of US Route 23. It encompasses two streets and involves the placement of new sidewalk along both sides of East Campus View Blvd, from US. 23 to Huntington Park, and the replacement of sidewalk along both sides of the northern half of Huntington Park Dr., south of E. Campus View Blvd. The project will impact 21 parcels and a total of 13 separate ownerships. Property uses along the commercial corridor range from large office facilities to mixed retail uses.

ORC Awarded FM 546 Project Through TxDOT ROWAPS Contract

O. R. Colan Associates (ORC) has been awarded a contract to provide acquisition services for the FM 546 project as a ROWAPS (Right-of-Way Acquisition Professional Services) task order assignment. The project, located in Collin County, is sponsored jointly by the Texas Department of Transportation (TxDOT), the North Central Texas Council of Governments, and the City of McKinney.

The 2-mile realignment project begins at SH 5 and extends east of Country Lane/Airport Road in the City of McKinney. The project will widen the 4-lane road to a 6-lane divided highway with a 40-foot widen median that will help ease traffic congestion for the town and a nearby school. The project was authorized in April and has a RW clearance date of September 1, 2015. The ORC team is responsible for acquiring 13 parcels along the route under a very aggressive schedule.

ORC Awarded Turnkey Acquisition and Relocation Contract at Yeager Airport After Slope Failure in Safety-overrun Area

Yeager Airport Acquisition/ Relocation Contract

O. R. Colan Associates (ORC), as a sub consultant to L.R. Kimball, was awarded a turnkey acquisition and relocation services contract by the Central West Virginia Regional Airport Authority (CWVRAA) after the safety-overrun area partially collapsed in a landslide at Charleston’s Yeager Airport in early March 2015. ORC previously provided turnkey services in support of the Runway 5 and Runway 23 projects, and our familiarity with the airport and the surrounding community was crucial in being selected for the recovery effort.

This new project was necessitated by a landslide, which occurred on March 12th. The man-made ground beneath the overrun area fell away, down the hillside, destroying a church and at least one house and forcing 116 people to evacuate their homes. This same overrun area was credited with saving 34 people in 2010, when it stopped a US Air regional jet that had overrun the end of the runway during an aborted takeoff.

In addition to the slope failure properties, ORC will also provide appraisals, acquisition, relocation assistance, and the full scope of real estate services for the Runway Protection Zone (RPZ) area. It is expected that 38 parcels will be affected, and 34 occupants will be provided relocation assistance services.

Dinner for Dick Moeller - 52 years of Service

ORC hosted a dinner at the AASHTO Right of Way and Utilities meeting in Minneapolis to honor Dick Moeller’s 52 years of service to the right of way industry. Dick is seated in the center left beside his wife Jane and her two sisters. Pictured to the lower right is Paul Scott, also a 50 plus year veteran of our industry! Both Dick and Paul retired from FHWA in Washington, DC before joining the private sector. Dick Moeller has been with ORC for ten years. Paul is currently with Cardno.
