Project Manager
Interested candidates must have experience in managing full-service real estate acquisition and relocation projects with a public agency or with a consulting firm offering services to public agencies. DOT or FAA experience is highly preferred. Project Managers oversee and coordinate the complete scope of work as defined under the contract. The typical scope of work includes Acquisition, Relocation, Appraisals, Appraisal Reviews, Surveys, Property Management, Quality Control, Reporting Requirements, and Demolition. Knowledge and understanding of Title 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act-Implementing Regulations) are critical skills for the selected candidate. Must be able to manage acquisition, relocation property management agents and subcontractors within the project schedule and budget while implementing creative solutions to meet the client's needs in an ethical manner.
A minimum of a bachelor's degree is required as well as at least five years of airport, highway, or transit project management experience. Must be skilled in both written and verbal communication and be highly functional in Microsoft Office suite and spreadsheet applications. Other necessary experience includes: understanding and interpreting real estate appraisals and right-of-way maps; implementation of quality assurance planning, developing subordinates and recognizing their training needs; maintaining good working relationships with subordinates, supervisors, clients, and customers; flexibility in dealing with situations that arise and marketing to attract new business. Relocation/Acquisition Agents
Responsibilities include completing need assessment surveys, computing relocation housing payments, identifying available replacement properties, preparing claims, providing assistance with federal fund procurement if necessary, and providing counseling and advisory assistance to displacees throughout the project. Experience administering acquisition and relocation assistance under the Uniform Relocation Act of 1970, as amended, and its implementing regulations at 49 CFR Part 24 are important considerations for this position. Applicants for Relocation Agent positions must have at least three years of relocation experience on behalf of a public agency. Applicants for Acquisition Agent positions must have experience in conducting good faith negotiations, securing settlements, writing settlement justifications, reading right-of-way maps, reading and understanding appraisals, preparing and filing condemnation proceedings and conducting closings. Must be able to relocate to the next project. A real estate sales or brokers license is also a plus. Property Management Agents
Interested candidates must have experience with surplus property inventory development; inventory assessment and disposal; lease and rental services; maintenance and site integrity throughout the acquisition, relocation, and demolition stages; identification and evaluation of risks, hazards, and liabilities; and asbestos identification. Candidates must be able to relocate to the next available project. Agent Trainees
College graduates with an interest in the Real Estate/Right-of-Way field are encouraged to apply. Candidates selected must be relocatable to the next project and subsequent projects if necessary. Candidates of particular preference are those with a strong interest in providing acquisition and relocation for public agencies under the Uniform Relocation Act of 1970, as amended, and its implementing regulations at 49 CFR Part 24. A current real estate license or appraisal certification is also a plus.
