College graduates with an interest in the Real Estate/Right-of-Way field are encouraged to apply. Candidates selected must be relocatable to the next project and subsequent projects if necessary. Candidates of particular preference are those with a strong interest in providing acquisition and relocation for public agencies under the Uniform Relocation Act of 1970, as amended, and its implementing regulations at 49 CFR Part 24. A current real estate license or appraisal certification is also a plus.

Certified General Appraiser

Cleveland, OH: O. R. Colan Associates (ORC) is seeking a Certified General Appraiser for an immediate position in their Cleveland, Ohio office.

ORC’s Appraisal Division is looking to expand our services. This position requires a self-motivated individual who is expected to work in a team environment with motivated professionals. Ideal candidates will have experience that includes preparing appraisals for projects implemented under the Uniform Relocation Act (URA) and prequalification with the Ohio Department of Transportation (ODOT) in appraisal, or the ability to become pre-qualified with ODOT within 60 days of employment.

The primary duties of this position will be to prepare real estate appraisals and perform appraisal reviews for public acquisitions on transportation & utility projects following eminent domain rules for valuation in conformance with requirements of Title III of Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act).

Project Manager

Project Manager

Interested candidates must have experience in managing full-service real estate acquisition and relocation projects with a public agency or with a consulting firm offering services to public agencies. DOT or FAA experience is highly preferred. Project Managers oversee and coordinate the complete scope of work as defined under the contract. The typical scope of work includes Acquisition, Relocation, Appraisals, Appraisal Reviews, Surveys, Property Management, Quality Control, Reporting Requirements, and Demolition. Knowledge and understanding of Title 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act-Implementing Regulations) are critical skills for the selected candidate. Must be able to manage acquisition, relocation property management agents and subcontractors within the project schedule and budget while implementing creative solutions to meet the client's needs in an ethical manner.

A minimum of a bachelor's degree is required as well as at least five years of airport, highway, or transit project management experience. Must be skilled in both written and verbal communication and be highly functional in Microsoft Office suite and spreadsheet applications. Other necessary experience includes: understanding and interpreting real estate appraisals and right-of-way maps; implementation of quality assurance planning, developing subordinates and recognizing their training needs; maintaining good working relationships with subordinates, supervisors, clients, and customers; flexibility in dealing with situations that arise and marketing to attract new business. Relocation/Acquisition Agents

Relocation/Acquisition Agents

Responsibilities include completing need assessment surveys, computing relocation housing payments, identifying available replacement properties, preparing claims, providing assistance with federal fund procurement if necessary, and providing counseling and advisory assistance to displacees throughout the project. Experience administering acquisition and relocation assistance under the Uniform Relocation Act of 1970, as amended, and its implementing regulations at 49 CFR Part 24 are important considerations for this position.

Applicants for Relocation Agent positions must have at least three years of relocation experience on behalf of a public agency. Applicants for Acquisition Agent positions must have experience in conducting good faith negotiations, securing settlements, writing settlement justifications, reading right-of-way maps, reading and understanding appraisals, preparing and filing condemnation proceedings and conducting closings. Must be able to relocate to the next project. A real estate sales or brokers license is also a plus. Title Research Agent

Cleveland, OH: O. R. Colan Associates (ORC) is seeking a Title Research Agent for an immediate position in their Cleveland, Ohio office.

This position requires a self-motivated and self-directed individual who is expected to work in a team environment with motivated professionals.

Ideal candidates will have experience that includes the following duties:

  • Conduct a search of the public records concerning the titles to such real estate
  • Identify any and all matters presently affecting the title, to the extent that such information can be ascertained from a search of the public records relating to the title of said real estate, the following factual information:
    • The name, address, and marital status of all record holders or holders of title;
    • The marital status of each owner in the chain shall be included;
    • The recorded deed description of the land or parcels of land which make up an owner’s property;
    • The names, and if it appears of record, the address, of the owners of any encumbrances upon, or interest in, the real estate, such as mortgages, land contracts, leases, easements, rights of way, mineral rights or reservations, etc.;
    • Unsatisfied executions and living judgments, foreign or domestic, or pending suits of record in the courts of record, or on file in the Sheriff’s Office or the Clerk of Courts Office of said county, which may affect said title to the real estate under examination;
    • Any other tax liens, mechanic liens, recognizance, Division of Aid for Aged Liens, or any other infirmity, encumbrance, lien, or cloud on title disclosed by the public records of said county, including all tax assessing agencies within the county or district;
    • The tax description, Auditor’s parcel number, and current tax valuation, including statement of taxes, assessment liens, penalties, and interest which have not been paid and are a lien;


Hours: M-F 8:00 a.m. – 5:00 p.m.
