In Loving Memory of Dick Moeller
February 6, 1939 – January 23, 2019

Dick retired from the Federal Highway Administration (FHWA) in 2002 where he had served for more than 30 years. He was one of the authors of the Uniform Act and retired as the Program Manager of the Office of Real Estate Services, responsible for national federal-aid highway real estate programs including appraisal, acquisition, relocation assistance and property management. Upon his retirement, Dick joined ORC in our Training Division and was a welcome addition to that team for more than 15 years. While with ORC, he participated in several research studies for FHWA and was part of the Project Management Oversight Team for numerous transit projects. Dick was always ready to accept a call from anyone in the company seeking technical advice and his opinion was well respected.

Dick will be missed by all who knew him. He helped to make the world a better place, and at ORC his contributions were many. But, for all of his talent, it might just be his smile and the twinkle in his eye as he told a story that those of us who had the privilege of knowing him will remember best.

The family is planning a private family memorial in the Spring.
