ORC is pleased to welcome Florence Green, SR/WA, R/W-RAC, as Director of Right of Way Training, a leadership role focused on advancing technical training, strengthening workforce development, and expanding ORC’s ability to share right-of-way (ROW) expertise with employees, clients, and industry partners.
With more than three decades of right-of-way experience spanning transportation, transit, and public agency programs, Florence brings extensive technical and operational knowledge to ORC. She will report to Kayshia Kruger, Vice President of People & OD, and work across the organization to strengthen how ORC develops, delivers, and shares technical ROW knowledge.
Strengthening Right of Way Training and Workforce Development
As Director of Right of Way Training, Florence will lead ORC’s technical training efforts across both internal workforce development and external client-facing programs.
Working closely with People & OD, operational leaders, project managers, and subject matter experts, she will help develop role-based technical training, strengthen competency and career development pathways, and ensure field knowledge and industry best practices are translated into practical learning opportunities for ORC employees.
Florence will also support ORC’s external training portfolio, helping ensure training programs for government agencies, public sector clients, and industry partners reflect the technical quality and credibility clients expect from ORC.

Decades of Right of Way Leadership and Technical Expertise
Florence joins ORC with more than three decades of experience leading complex right-of-way programs and teams. Her career includes leadership roles supporting state departments of transportation, transit agencies, and major transportation initiatives, spanning acquisition, relocation, appraisal, property management, compliance, program administration, and training.
Most recently, Florence served as Right-of-Way Program Director with AtkinsRéalis, supporting NCDOT through right-of-way program and production management services and leading the development and administration of a comprehensive technical training program.
Throughout her career, Florence has also held leadership positions supporting the North Carolina Department of Transportation, Florida Department of Transportation, Miami-Dade Transit, and the South Charlotte Light Rail Project. Her experience includes interpreting and applying the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act/URA), developing policies and technical guidelines, leading multidisciplinary teams, and advising on complex compliance and program delivery challenges.
Florence holds the Senior Right of Way Professional (SR/WA) designation and Right of Way Relocation Assistance Certification (R/W-RAC) and is an IRWA Instructor.
Building Knowledge for ORC’s Future
Florence’s addition reflects ORC’s continued investment in developing strong right-of-way professionals at every career stage while strengthening the technical resources available to clients and partners.
In her new role, she will help shape technical learning within ORC Academy, support early- and second-career development pathways, strengthen training around areas including acquisition, relocation, title, eminent domain, and ROW compliance, and help preserve and share institutional knowledge from experienced practitioners across the organization.
Her leadership will also support ORC’s growing external training capabilities, creating opportunities to bring practical, field-tested expertise to agencies and organizations navigating increasingly complex right-of-way programs.
