As part of its commitment to long-term growth and operational excellence, ORC is proud to welcome Sara Hernandez as Divisional Director, Public Sector, and to celebrate the promotion of Alyssia Padilla to Business Development Representative.

These leadership updates reflect ORC’s continued investment in cultivating internal talent while introducing seasoned expertise. By building a strong leadership framework, ORC reinforces its mission to drive innovation, foster meaningful client partnerships, and support career advancement throughout the organization.

Sara Hernandez to Lead Public Sector Division in Key Markets

With nearly three decades of experience in federal policy, public infrastructure, and stakeholder engagement, Sara Hernandez steps into her new role as Divisional Director, Public Sector, where she will oversee operations in Texas, Oklahoma, and Arkansas. A key focus of her role will include leading the development of ORC’s disaster recovery program and strengthening partnerships across the region.

Sara joins ORC after serving in senior leadership roles at the U.S. Department of Housing and Urban Development, where she spearheaded cross-agency policy initiatives, streamlined post-disaster recovery processes, and led the implementation of the Build America, Buy America Act. She is the primary author of multiple HUD policies and has earned national recognition, including the Gears of Government Award for her work in improving access to federal disaster aid.

Notably, Sara returns to ORC, where she previously served in leadership roles early in her career. Her homecoming signals a renewed alignment with the company’s mission and a shared vision for progress.

“We’re thrilled to welcome Sara back to the ORC family,” said Kale Suedkamp, Executive Vice President at ORC. “Her impressive track record in regulatory strategy and her deep knowledge of public sector operations will play a vital role as we grow our service offerings and support our clients more effectively.”

Alyssia Padilla Steps into Business Development Role

We also extend our congratulations to Alyssia Padilla, who has been promoted to Business Development Representative. Since joining ORC in 2023 as a Divisional Director for the Public Sector, Alyssia has demonstrated exceptional drive, creativity, and relationship-building skills.

In her new role, she will spearhead initiatives to expand ORC’s market presence across Texas and neighboring states, while cultivating strategic partnerships that drive sustainable growth. Her efforts will support ORC’s broader business development goals and strengthen the company’s alignment with evolving client needs.

“Alyssia has been a dynamic force within ORC, consistently showing initiative and a keen understanding of client needs,” said Suedkamp. “Her promotion is a testament to her accomplishments and to our broader commitment to nurturing emerging leaders within the company.”
