ORC Expands Western Presence with New Tempe, AZ Office and Appointment of David Hughes as a Divisional Director for Utilities Sector
ORC, a national leader in right of way services, announces the opening of a new office in Tempe, Arizona, along with the appointment of David Hughes as a Divisional Director for the Utilities sector, overseeing operations in the western United States. This new office, along with the recent openings in Shreveport, LA, Ft. Worth, TX, and Tulsa, OK, which were also announced in 2024, brings ORC’s total office count to 33 locations nationwide- meaning unparalleled coverage and support for clients across the U.S.
David Hughes, an industry veteran with over 20 years in energy development and land services, will lead ORC’s utilities work across western states. His experience with major firms such as Environmental Resources Management, Tallgrass Energy, and Xcel Energy includes managing multi-million-dollar projects, ensuring regulatory compliance, and developing innovative land acquisition strategies. His addition complements the efforts of Kyle Harmicar, Divisional Director with current oversight of ORC’s operations in Arizona, who continues to manage key client relationships in the state. The addition of the Tempe office strengthens ORC’s reach and capabilities, aligning with the company’s vision to provide clients with accessible, localized expertise.

Hughes joins ORC with a deep background in utilities and right of way services, including his recent role as Equity Partner, Land Services at Environmental Resources Management. There, he led land service projects for utility, renewable energy, mining, telecom, and petroleum clients across a 14-state region. His leadership in managing high-stakes projects and building client relationships is a key asset for ORC’s western operations.
