ORC hosted training in Cincinnati for our Junior Agents. The week started with a day of training in Financial Project Management followed by a three day NHI Course in Advanced Relocation under the Uniform Act and a one day course in the Business Move Process. More than 14 people attended the classes including two clients who attended as guests.

ORC Awarded Appraisal Contract with West Virginia DOH

O. R. Colan Associates (ORC) was awarded an appraisal contract with the West Virginia Department of Transportation, Division of Highways (WVDOH). ORC will provide right-of-way appraisal services on the Melissa-Huntington Road Project located in Cabell County. Appraisal Manager Scott Ware describes the project as a realignment of Route 10 in Cabell County, WV affecting a total of 26 properties. Parcels affected include residential, commercial, special use, industrial and vacant land.

This contract renews ORC’s long standing relationship with WVDOH. ORC was founded by Owen Richard Colan who served as the Director of Right of Way for the WVDOH from 1962-1969. ORC remains a family-owned company that has provided appraisal, acquisition and relocation services for infrastructure projects since its establishment in 1969. The firm is recognized as a national industry expert in implementing programs for public agencies in accordance with the Federal Uniform Relocation and Real Property Acquisition Policies Act of 1970 (Public Law 91-646) (URA) and the implementing regulations found at 49 CFR Part 24 (as amended) as well as local regulations and laws. On average, ORC acquires more than 2,000 parcels and relocates more than 1,200 occupants annually.

52 Years of Right of Way Experiences

O. R. Colan Associates (ORC) is pleased to honor Dick Moeller for his 52 years of varied right of way experience, both in the public sector with the Bureau of Public Roads (BPR)/FHWA for 39 years and then with ORC.

Dick’s experiences span the period beginning in 1963 when the Uniform Act and NEPA were first being implemented in the purchase of right of way for our interstate highway system and continue today with various ORC clients including program oversight for Federal Transit Administration and Federal Rail Administration programs. Dick is a certified instructor for the National Highway Institute courses and also participates on research studies for the Federal Highway Administration under contracts with ORC Training. He is a valued member of the ORC team and we are very excited to share his varied right of way experiences with our readers in the following PDF document.

New FHWA Climate Change Case Study Series

The Federal Highway Administration (FHWA) just announced that it will be highlighting climate change adaptation and resilience work in the transportation sector through a new case studies series. The first set of these new resources are now available on FHWA’s website.

ORC is working with several clients to provided right of way and relocation assistance for flood mitigation programs necessitated by climate change in New York, North Dakota and Louisiana.

Over 100 additional case studies will be added in the coming months.

FHWA Order 5520 - Transportation System Preparedness and Resilience to Climate Change and Extreme Weather

FHWA Order 5520, Transportation System Preparedness and Resillience to Climate Change and Extreme Weather, was signed on December 15, 2014. The Order state that it is FHWA policy to inetgrate consideration of climate and extreme weather risks into its planning, operations, policies and programs. FHWA is the lead federal agency and this Order will guide all federal agencies in assessing vulnerability to the impacts of climate change and will guide the implementaion of relevant MAP-21 provisions and recent Executive Orders.

It is good to see high level recognition of this very serious threat to the integrity of our transporation systems. For more information on federal government initiatives and meetings on the topic of climate change, please read FHWA's Office of Planning and the Environment Newsletter.

ORC has participated in numerous research studies for FHWA over the past four decades, most dealing with relocation assistance issues under the Uniform Act. In recent years we have provided relocation assistance for several flood mitigation projects in response to extreme weather events.

Highway Trust Fund Options Being Discussed

We have a new year and some new proposals for highway funding. Senator Bob Corker, R-Tennessee, is proposing to take advantage of the lowest gas prices in years to propose a 12 cent gas tax hike. The bill is co-sponsored by Sen. Chris Murphy, D-Connecticut. Sen. Rand Paul, R-Kentucky, has proposed to fund the HIghway Trust Fund with a tax break for corporations if they repatriate profits stashed abroad.
