To those who have had the pleasure of having Bob Merryman as an instructor for an NHI course, or have enjoyed reading his column in our newsletter, The Acquirer: Please view a recently published book of Bob’s articles entitled “On the Road with Bob”.

This book was published in honor of his 35th anniversary with O. R. Colan Associates. It is (significantly) the “first edition” and we look forward to publishing a “second edition” in the future.

Climate Change and Transportation

The Florida Department of Transportation is beginning to consider climate change as it makes plans for future transportation projects. The recent storm surge from Hurricane Sandy destroyed part of A1A on the Fort Lauderdale beach, demonstrating that our highways are being impacted by the changes in weather patterns.

Congress Finalizes 2013 Transportation Funding

Transportation Issues Daily reports that Congress has authorized funding for MAP-21 including $39.69 billion for the highway program, and $8.47 for transit programs. The bill does not reverse the sequester cuts (approximately 5%) to the New Starts program for transit.

Highway Funding

According to an article in Engineering News Record, most federal highway and transit funds will not be affected by the sequester because that funding is from the Highway Trust Fund. However, the sequester could impact “new start” projects.

VA House Approves $880M Per Year Transportation Plan

Virginia has passed legislation that reduces gas tax and raises the sales tax from $.05 to $.053 to fund highways. As gas consumption decreases with more fuel efficient cars, this state has found another way to fund their $800 million / year program for the immediate future. The sales tax also funds schools and other public services that may be reduced to accommodate the plan.
