Environmental Process

The Federal Transit Administration and the Federal Highway Administration have jointly issued the final rule this week on “Environmental Impact and Related Procedures” as required by MAP 21. The new rule will streamline the environmental process for projects with less than $5 million in federal funding or projects to be built within existing right of way. The new process will require less documentation and should allow projects to be delivered more quickly.

This book was published in honor of his 35th anniversary with O. R. Colan Associates. It is (significantly) the “first edition” and we look forward to publishing a “second edition” in the future.

Climate Change and Transportation

The Florida Department of Transportation is beginning to consider climate change as it makes plans for future transportation projects. The recent storm surge from Hurricane Sandy destroyed part of A1A on the Fort Lauderdale beach, demonstrating that our highways are being impacted by the changes in weather patterns.

Congress Finalizes 2013 Transportation Funding

Transportation Issues Daily reports that Congress has authorized funding for MAP-21 including $39.69 billion for the highway program, and $8.47 for transit programs. The bill does not reverse the sequester cuts (approximately 5%) to the New Starts program for transit.

Highway Funding

According to an article in Engineering News Record, most federal highway and transit funds will not be affected by the sequester because that funding is from the Highway Trust Fund. However, the sequester could impact “new start” projects.
